The Hate Incident Monitoring Project
The Hate Incident Monitoring Project (HIMP) was established in February 2007 by Leicestershire County Council, to develop effective reporting of incidents, and inform work undertaken across Leicestershire with a range of agencies to support the project in reporting and recording incidents.
The project grew out of concerns that hate incidents often do not get reported.
Who Does it Cover?
The incidents covered by the project are related to age, disability, gender identity, race, religion or belief, or sexual orientation.
Loughborough University is one of a total of 32 reporting centres that have been established.
What is a Hate Incident?
A hate incident is any incident where you have been targeted because you are seen to be different. This also applies to third parties. You can be a victim of hate because of prejudice against your age, disability, gender identity, race, religion / belief or sexual orientation.
You don’t have to be from a minority group to be a victim of hate.
Confidentiality
The project collates incidents that are reported to it on its common monitoring database. All incidents reported are treated confidentially and taken seriously. In most cases further action will only take place if requested by the victim or person reporting. The project’s role in this instance would be to signpost the case to the appropriate agency. In cases where a crime has occurred, the police would be involved in dealing with the incident.
Who Can Report?
The perception of the victim or any other person is the defining factor in determining a hate incident. Anyone can report a hate incident including; the victim, a witness or any other person (third party).
Reporting it makes a difference to you, your family and your life. No one should have to tolerate it!

You can also report incidents by calling 0116 305 8263 or on-line at Leicestershire County Council.
If you believe the incident is a criminal offence you should report it to: Police 0116 222 2222.
